Parents lived in neighborhood called University Homes at 3724 N Houghton, apt 8. My mother said it was originally built for Kaiser shipyard workers during WWII. Number 6 on the map below had 2,005 units. After the war and with the influx of veterans taking advantage of the GI Bill at the University of Portland, the university acted as a broker with the landlord to use the "barrack" style apartments for married student housing.
